Single right-click on the Start button.

Single left-click on Properties from the menu that appears.

Start Menu is probably already selected. Single left-click
on the Customize... button.

Under Customize Start Menu you should single left-click
to put a check in front of Run Command.

Single left-click on OK to exit Customize Start
Menu.

Single left-click OK to exit Taskbar and Start
Menu Properties.
To use:

type:
cmd to bring up a command prompt.
c: to access Local Disk (C:)
iexplore.exe to run Internet Explorer.
